Kigali, Rwanda | 29 October 2026
Rwanda has officially launched InteGo!, a government-owned national lottery designed to strengthen regulated gaming, promote digital participation and generate funding for national development programmes.
The initiative, unveiled on 27 October 2026 at the Mövenpick Hotel Kigali, is projected to generate approximately RWF 55 billion (US$37.6 million) in government proceeds over five years.
The expected proceeds will support three major public-benefit sectors: sports, healthcare and culture.
Operated by Moja Rwanda Ltd under the supervision of the National Lottery and Gambling Commission (NLGC), the initiative represents an important development in Rwanda’s gaming industry and its wider digital economy.
Government Introduces a New Digital Lottery Platform
InteGo! is owned by the Government of Rwanda and regulated by the NLGC, which operates under the Rwanda Development Board (RDB).
Moja Rwanda Ltd, part of Moja Group Inc., was selected through a competitive process to serve as the lottery’s technical operator.
The launch ceremony brought together representatives of government institutions, regulators and businesses from the telecommunications, financial services, technology and mobility sectors.
The initiative forms part of Rwanda’s efforts to establish a transparent, digitally accessible and responsibly regulated national lottery.
Although InteGo! is a newly launched platform, Rwanda previously had a national lottery framework. The latest development represents a new operating arrangement rather than the country’s first introduction of lottery gaming.
$37.6 Million Expected to Support National Development
One of the most significant objectives behind the initiative is its projected contribution to government development programmes.
Authorities expect the lottery to generate approximately RWF 55 billion over five years.
The funds are intended to support:
- Sports development: Supporting sporting initiatives, infrastructure and talent development.
- Healthcare: Contributing to public health and community well-being programmes.
- Culture: Supporting cultural activities and initiatives that preserve and promote Rwanda’s heritage.
The government has positioned the initiative as a mechanism through which regulated gaming activity can contribute to broader social development.
However, the projected proceeds remain dependent on the lottery’s actual performance and the management of funds generated.
Digital Lottery Accessible Through Mobile Money and USSD
InteGo! has been developed as a digital lottery designed to make participation accessible across Rwanda.
Eligible participants can access the service through USSD, mobile money, the official website and a mobile application.
Authorized agents are also available to assist customers who prefer physical support, although ticket issuance and payment processing remain digital.
Participation starts from RWF 100, with USSD access available by dialing *759#.
The initial gaming products include Lotto 5/90 and Fata 12.
The first draw was conducted during the official launch, with Lotto 5/90 television broadcasts scheduled to begin on 28 October through Rwanda Broadcasting Agency (RBA).
The combination of digital payment channels and nationwide accessibility highlights the growing relationship between regulated gaming and financial technology infrastructure.
Responsible Gambling at the Center of Operations
Rwanda’s authorities have emphasized responsible gambling as a central requirement of the new national lottery.
Participation is restricted to individuals aged 18 and above.
The platform incorporates spending limits, cooling-off options and account-closure procedures to help participants manage their gaming activities.
A free gambling support helpline is available through 2075.
Responsible gambling messages will also feature in public communications and promotional activities.
The NLGC is responsible for supervising regulatory compliance, protecting vulnerable participants, maintaining operational integrity and ensuring accountability in the management of proceeds.
Authorities have stressed that lottery participation should be regarded as entertainment rather than a source of income or a solution to financial difficulties.
Moja Rwanda to Manage Technology and Operations
As the technical operator, Moja Rwanda Ltd is responsible for providing the infrastructure supporting the national lottery.
Its responsibilities include the digital gaming platform, operational systems, transaction processing and measures intended to protect participants.
Daniel Mihizi, General Manager of Moja Rwanda Ltd, has emphasized the company’s commitment to building a secure, reliable and transparent lottery operation.
The company intends to work closely with the regulator to maintain accountability and responsible gambling standards.
Public education activities are also planned to help residents understand how the lottery operates and the safeguards available to participants.
What This Means for Africa’s iGaming Industry
Rwanda’s launch provides another example of how African governments are combining regulated gaming with digital financial infrastructure and public-benefit objectives.
For gaming technology companies, the development demonstrates demand for secure lottery platforms, digital distribution systems and operational monitoring.
For payment service providers, the use of mobile money and USSD highlights the importance of locally accessible payment methods.
For regulators, the initiative offers an opportunity to assess how digital transaction records, responsible gambling safeguards and government oversight can operate within a national lottery framework.
However, the creation of InteGo! does not automatically establish new commercial opportunities for external providers. Any future partnerships would depend on the operator’s procurement requirements, applicable regulations and commercial arrangements.
The success of the initiative will ultimately be measured by its operational performance, responsible gambling outcomes and the actual public benefits delivered.
Conclusion
The launch of InteGo! marks a significant development in Rwanda’s regulated gaming industry.
With government ownership, digital payment accessibility and a projected RWF 55 billion contribution to public programmes over five years, the national lottery combines gaming operations with broader development objectives.
The next important milestones will include player adoption, transaction performance, regulatory compliance and transparent reporting on the allocation of proceeds.
For Africa’s gaming industry, Rwanda’s approach reinforces the growing importance of technology, responsible participation and public accountability in the development of regulated gaming markets.
iBetAfrica will continue monitoring Rwanda’s gaming sector and its implications for operators, regulators and payment infrastructure providers across Africa.
