Nigeria | Gaming Regulation & Compliance
The Lagos State Lotteries and Gaming Authority (LSLGA) has issued a public notice directing telecommunications operators, mobile network operators (MNOs), Value-Added Service (VAS) aggregators and providers facilitating gaming activities in Lagos State to comply with state gaming licensing and tax requirements.
The directive targets lottery, betting and gaming services delivered through USSD, SMS, mobile applications, carrier billing and other telecommunications channels.
NCC Approval Does Not Replace Gaming Licensing
According to the notice, telecommunications licenses or approvals issued by the Nigerian Communications Commission (NCC) do not automatically authorize businesses to conduct or facilitate gaming activities in Lagos State.
The Authority maintains that gaming activities offered to customers within the state must operate under appropriate gaming authorization, regardless of the telecommunications infrastructure used.
Gaming Tax Arrears Under Scrutiny
The LSLGA is also requiring operators that have facilitated gaming services in Lagos State to account for outstanding gaming taxes, statutory levies and other applicable financial obligations.
The notice identifies 22 November 2024 as the starting point for the arrears period under review.
Affected operators may be required to provide verified transaction and revenue records to support assessments of outstanding obligations.
30-Day Compliance Window
Telecommunications operators, MNOs, VAS aggregators and providers have been directed to take several compliance measures within 30 days of the notices issuance.
These include verifying the licensing and gaming-tax compliance status of operators using their platforms, providing relevant transaction and carrier-billing records, discontinuing unauthorized onboarding and suspending gaming services that lack recognized authorization.
The Authority also warns that directors and principal officers could face statutory consequences where violations are attributable to their involvement, consent or negligence.
What This Means for Nigeria’s iGaming Industry
The directive signals closer regulatory attention to the infrastructure supporting digital betting and lottery services.
For operators, telecommunications partners, aggregators and payment-service businesses, the notice highlights the importance of verifying gaming licenses, maintaining accurate transaction records and reviewing compliance responsibilities across commercial partnerships.
It also reinforces the need for businesses operating across Nigerian jurisdictions to assess applicable gaming requirements rather than relying solely on telecommunications approvals.
Industry Outlook
As digital gaming distribution expands through mobile and telecommunications channels, regulatory oversight of the companies facilitating those services is becoming increasingly important.
The LSLGA’s latest directive places licensing verification, tax accountability and third-party due diligence at the centre of gaming-service delivery in Lagos State.
